Library Services & Technology Act (LSTA) - Grant funding intended to help libraries contribute to community well-being through information preservation and access, informal education, institutional improvements, and inclusiveness.
State Grants in Aid (SGIA) - Construction funding to public libraries, and annual awards to county libraries and to municipal libraries in cities with populations of 100,000 or more in Arizona.
American Rescue Plan Act (ARPA)
The Arizona State Library, Archives & Public Records, a division of the Arizona Secretary of State, has been allotted $3,617,020 of American Rescue Plan Act federal funding to help “communities respond directly and immediately to the pandemic, as well as to related economic and community needs.”
As with Library Services and Technology Act and CARES Act funds, ARPA funds are administered in accordance with the Grants to States program by the Institute of Museum and Library Services, the primary source of federal support for the nation's libraries and museums. IMLS has provided guidance for the use of the ARPA funds, including:
- enabling libraries to reach residents with internet hotspots, accessible Wi-Fi and other digital inclusion efforts, particularly in support of education, health and workforce development;
- providing rapid emergency relief to libraries, allowing them to safely respond to the pandemic and implement public health protocols; and
- supporting library services that meet the needs of communities throughout the U.S.
A major portion of the funding will be distributed through a formula award to the 90 public and tribal library systems in Arizona. CARES Act Funding Opportunities from the Arizona State Library
The Institute of Museum and Library Serviceshas provided the Arizona State Library, Archives and Public Records with $657,694 in CARES Act funding. These funds are to be administered in accordance with the existing Grants to States program, and are to be used to prevent, prepare for, and respond to coronavirus.
Arizona State Library staff developed several funding opportunities to support Arizona residents through their libraries. In the first phase, called CARES Express, 65 libraries from 13 counties were selected to receive a total of 392 Chromebooks, 47 video equipment packages, and 224 sanitation kits. During the second funding opportunity, CARES Expanded, 49 Arizona libraries received grants of $4,000 each to support internet access, digital literacy and other activities that respond to the coronavirus pandemic. The third phase is called CARES Supplemental and offered subgrants of up to $10,000 to Arizona libraries of all types. Finally, CARES Act Calling was an opportunity for libraries to provide Dial-a-Story, Calendar Events and Resource Hotlines to community members who may not have home internet.
CARES Act Calling
Libraries participating in the CARES Act Calling opportunity received LibraryCall, a new phone service that lets everyone in their community -- even those without smartphones, computers or home internet -- have access to stories, events and/or library resources.
The selected libraries received LibraryCall setup assistance and thousands of monthly minutes for Dial-a-Story, Calendar Events, and/or Resource Hotline. The service will be paid by the State Library through September 30, 2021.

CARES Supplemental
On September 1, 2020, the Arizona State Library awarded $173,000 in grants throughout the state for more than 23 library projects. Public, tribal and special libraries from 10 counties will use the funds to respond to the coronavirus and to expand digital access for their communities. Priority in this phase of CARES Act funding was given to projects that focused on library partnerships with museums and workforce development organizations. See the complete list of awards here.

Five Year Plan Evaluation
Each State Library is required to independently evaluate activities funded by IMLS prior to the end of the Five Year Plan and provide a report of its findings to IMLS's Director. This evaluation provides the Arizona State Library an opportunity to measure progress in meeting the goals set in the approved Five-Year Plan with a framework to synthesize information across all state reports in telling a national story.
