Performs a variety of administrative, supervisory and professional level work in the operation of the Winslow Public Library. Under the general supervision of the City Manager, employees of this class exercise considerable discretion and independent judgment in the administration of all Library services and programs sponsored by the Library. This position is an at-will employment position per the Winslow Municipal Code Section 3.16.020.
Exercises supervision over library staff and other support staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Administers library operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed; provides professional advice on library issues to city management; prepares oral and written reports for the City Manager and Council, as well as reports for the Navajo County Library District and annual statistical reports for the Arizona State Library; maintains necessary operating records; participates in the city’s management team; communicates official plans, policies and procedures to staff and the general public. Addresses public and civic organizations to inform and promote the library; assures that financial activities are performed within budget; monitors expenditures to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time; provides and models exceptional customer service to internal and external customers; coordinates, creates and/or oversees programming and educational opportunities within the library; responsible for selection, purchase, cataloging and processing of new library materials. Evaluates items within collections for retention or removal and disposition; represents local interests when interacting with Navajo County Library District; participates in NCLD library director's meetings; responsible for overall library building operations and library grounds; arranges for repairs as necessary and for acquisition and maintenance of library equipment; assists patrons in the selection of library materials, research and reference guidance, public computer use, and checking out materials; promotes interest in library activities through social media, local publicity and program brochures; interviews, evaluates and recommends candidates for positions within department; performs related duties as assigned.
EDUCATION AND EXPERIENCE
Graduation from a college or university with a Bachelor's Degree in Library Science, Liberal Arts or a closely related field; AND five (5) years’ experience in library operations with at least two (2) years supervisory experience; OR any equivalent combination of training, education and experience which provides the knowledge, skills and abilities to successfully perform the duties associated with the position.
KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of the principles and practices of modern library systems and programs; Thorough knowledge of library collection classification and selection tools and techniques; Working knowledge of equipment and facilities required in a comprehensive library system; Working knowledge of the principles and practices of office management, work organization and supervision; Skill in operation of office tools and equipment; Ability to accurately classify and catalog library materials; Ability to analyze and utilize a variety of reports and records; Ability to communicate effectively, verbally and in writing.
The employee is required to see, sit, talk and hear; the employee is required to stand, walk, use hands to finger, handle, feel or operate objects, tools or controls, and reach with hands and arms above shoulder level; lift and carry library materials; ability to be on your feet many hours per day with the additional ability of walking up and down stairs on regular basis; must be able to lift 30 pounds or more.
Work is performed in an office-type setting as well as from active customer service desks. The noise level is moderately quiet.
