Under minimal supervision and in coordination with the Yavapai Library Network Management Committees, members, and the Library District, manage the design, development, implementation and maintenance of the Yavapai Library Network's and Library District's applications.

Major Duties, Responsibilities

Analysis of opportunities to automate library processes and enhance library services based on YLN member and Library district needs. (20%)

Supervises and coordinates all activities of the YLN support staff. (20%)

Identifies, analyzes and resolves technical and administrative problems/concerns related to the Library Network and District systems. Prepares and makes public presentations at departmental, county, organizational or community meetings and/or forums. (20%)

Works directly with the YLN Committees, members, and the Library District to help meet their technical requirements. (20%)

Work directly with the vendors that provide services to the YLN including contract and fiscal management. (10%)

Responsible of the implementation of vendor supplied hardware and software and its integration within the YLN. (5%)

Performs other job related duties as assigned. (5%)

Expectations:

  • Complete annual performance appraisals of direct reports with the prescribed timeframe.
  • Ensure accuracy in the data layers within the library management system(s).
  • Keep management informed of key operating issues affecting the network.
  • Maintain a highly qualified staff sufficient to meet the needs of the YLN.
  • Assure prompt response to requests from internal customers.
  • Identify opportunities to improve services to the county through use of new products and technologies.
  • Manage vendor relationships and exercise fiscal oversight of projects and procurements.

Minimum Qualifications

Experience:

Four years' experience in library operations, library automation, supervision, stakeholder management, project management and/or systems analysis work related to development of web based and stand alone applications.

Education:

Bachelor's degree in Library Management, Computer Information Systems from an accredited college or university or related field.

An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year per year basis.

Other Skills, Preferences

Interpersonal Skills:

Courtesy, tact and diplomacy are essential elements of the job. Work involves personal contact with others inside and/or outside the county for the purposes of giving or obtaining information, building relationships, making reports, or soliciting cooperation. Ability to communicate in writing and verbally. A desire to work with others in an effort to successfully accomplish goals and perform job duties. Ability to handle difficult situation with diplomacy and to discuss technical issues effectively with other IT professionals as well as non technical users in the member libraries.

Other Skills:

Experience with Microsoft office products and desktop operating systems. An understanding of Unix and open source operating systems and in application development using modern programming languages and databases. Strong communication skills and the ability to make public presentations. Knowledge of library operations and the pertinent local and state government regulations that affect libraries. Knowledge of local and state government operations.
