In 1988, through the Indian Gaming Regulatory Act (IGRA), the Federal government approved gambling on American Indian land. Although several Arizona tribes attempted to establish casinos in the early 1990s, the State of Arizona had not yet approved gaming on reservation lands. Amidst much controversy, gaming on American Indian lands was passed by Arizona in 1992.
